1. Acceptance of Terms
By accessing or using the REGHelp website located at https://reghelp.net ("Site") and any services provided by REGHelp ("Services"), you ("User") agree to be bound by these Terms and Conditions ("Terms"). If you do not agree with any part of the Terms, you must not use the Site or the Services.
2. Eligibility
You must be at least 18 years of age to use the Services. By registering an account, you represent and warrant that you are of legal age in your jurisdiction and have the legal capacity to enter into a binding agreement.
3. Educational and Research Purpose Only
All tokens, CAPTCHA solutions, and email addresses obtained or used through the Site or Services are strictly for educational and research purposes in the fields of network security and reverse engineering. REGHelp does not endorse or facilitate any unlawful, unethical, or malicious activities.
4. Account Responsibilities
- You are solely responsible for maintaining the confidentiality of your account credentials, including your password and API keys.
- You must immediately notify REGHelp at support@reghelp.net of any unauthorized use of your account.
- REGHelp is not liable for any loss or damage arising from unauthorized access to your account.
- Each account is personal and non-transferable. Sharing, selling, or otherwise transferring access to your account or API keys to third parties is prohibited.
5. Prohibited Uses
Users agree not to use the Services to:
- Violate any applicable laws, regulations, or third-party rights;
- Conduct denial-of-service (DoS/DDoS) attacks or other destructive activities;
- Interfere with, disrupt, or impose an unreasonable burden on the Site or its infrastructure;
- Attempt to gain unauthorized access to other Users' accounts, REGHelp systems, or any third-party systems;
- Resell, sublicense, or redistribute the Services or their outputs without prior written consent;
- Use the Services for any purpose that constitutes fraud, phishing, or social engineering targeting real users.
6. Data Collection and Privacy
- REGHelp does not log or store any payment information or personally identifiable information (PII) other than the email address supplied for registration and login purposes.
- Your email address is stored securely and used solely for authentication, account management, and essential communications.

7. Disclaimer of Warranties
- All materials, data, and information provided on the Site are supplied "as-is" and "as available" for educational and research purposes, without any warranty of any kind, express or implied.
- REGHelp makes no guarantees regarding uptime, availability, accuracy, or fitness for any particular purpose.
- REGHelp does not warrant that the Services will be uninterrupted, error-free, or free of harmful components.
8. Limitation of Liability
- REGHelp bears no responsibility for any use, misuse, or interpretation of the materials by Users, nor for any outcomes, direct or indirect, resulting from such use.
- To the maximum extent permitted by applicable law, REGHelp's total aggregate liability for any claims arising from or related to the Services shall not exceed the amount paid by the User to REGHelp during the twelve (12) months preceding the claim.
- In no event shall REGHelp be liable for any indirect, incidental, special, consequential, or punitive damages, including but not limited to loss of profits, data, or business opportunities.
- Users assume full responsibility for ensuring their activities comply with all applicable laws and regulations in their jurisdiction.
9. Indemnification
You agree to indemnify, defend, and hold harmless REGHelp, its officers, employees, and agents from and against any claims, damages, losses, liabilities, and expenses (including reasonable legal fees) arising from your use of the Services, violation of these Terms, or infringement of any third-party rights.
10. Intellectual Property and Trademarks
- All trademarks, service marks, logos, and trade names displayed on the Site are the property of their respective owners.
- Use of any third-party trademarks does not imply endorsement, sponsorship, or affiliation with their owners.
11. Payments and Refunds
- The Services are provided for a fee that covers infrastructure and computational expenses incurred while enabling Users to perform their own tests.
- All payments are accepted exclusively in cryptocurrency through the Heleket merchant service.
- Funds deposited into the User's balance are non-refundable once the corresponding cryptocurrency transaction has been confirmed on the blockchain network.
- If a task fails due to a confirmed error on REGHelp's side, the cost of such task is automatically refunded to the User's internal balance. This internal credit is not convertible to cryptocurrency or fiat currency.
- Users are responsible for any taxes or legal obligations arising from cryptocurrency payments under their local laws.
12. Account Suspension and Termination
- REGHelp reserves the right to suspend, restrict, or terminate any User account at its sole discretion, with or without prior notice, for any reason, including but not limited to violation of these Terms or suspected abuse.
- Upon termination, the User's right to access the Services ceases immediately. Any remaining balance is forfeited unless otherwise required by applicable law.
- Provisions of these Terms that by their nature should survive termination (including Sections 7–9, 13, 15–17) shall remain in effect.
13. API Usage and Fair Use
- Access to the API is subject to rate limits and fair-use policies as published on the Site or communicated via API documentation.
- REGHelp reserves the right to throttle, suspend, or revoke API access for any User who exceeds published limits or engages in abusive consumption patterns.
- Automated access to the Site outside of the published API is prohibited without prior written consent.
14. Modifications to the Terms
REGHelp reserves the right to modify or replace these Terms at any time. Material changes will be notified by posting an updated version on the Site with a revised "Last updated" date. Continued use of the Site or Services after any such changes constitutes your acceptance of the new Terms.
15. Legal Framework and Educational Exemption
REGHelp relies on the following international and national legal instruments that recognize exceptions or limitations for teaching, research, reverse engineering, cybersecurity testing, and freedom of expression on the Internet. The list is non-exhaustive and provided for transparency:
- Universal Declaration of Human Rights (UN, 1948), Article 27.
- Convention on Cybercrime (Budapest Convention, ETS 185, 2001).
- OECD Guidelines for the Security of Information Systems and Networks (2002).
- WIPO Copyright Treaty (1996), Article 10.
- United States: 17 U.S.C. § 107 ("Fair Use") and 17 U.S.C. § 1201(f) (reverse-engineering exemption) of the Digital Millennium Copyright Act (DMCA).
- European Union: Directive 2001/29/EC Article 5(3)(a) & (c) and Directive (EU) 2019/790 Article 3 (Text and Data Mining for research).
- United Kingdom: Copyright, Designs and Patents Act 1988 Sections 29, 30 & 50B.
- Russian Federation: Civil Code of the Russian Federation Part IV Article 1274; Federal Law No. 149-FZ "On Information, Information Technologies and Protection of Information".
- Other applicable local "right to research" or "security testing safe-harbor" provisions in the User's jurisdiction.
These instruments limit our liability and allow us to publish, teach, and facilitate security research provided that such activities are conducted in good faith and for educational purposes.
16. Governing Law and Dispute Resolution
- These Terms shall be governed by and construed in accordance with the laws applicable in the User's jurisdiction, without regard to conflict-of-law principles.
- Any dispute arising out of or in connection with these Terms shall first be subject to good-faith negotiation between the parties for a period of thirty (30) days.
- If negotiation fails, the dispute shall be resolved through binding arbitration under the rules of the International Chamber of Commerce (ICC) or another mutually agreed arbitration body.
- Nothing in this section limits either party's right to seek injunctive or other equitable relief in a court of competent jurisdiction.
17. General Provisions
- Severability. If any provision of these Terms is found to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect.
- Entire Agreement. These Terms, together with the Privacy Policy, constitute the entire agreement between the User and REGHelp and supersede all prior agreements, understandings, and communications.
- Waiver. Failure by REGHelp to enforce any right or provision shall not constitute a waiver of such right or provision.
- Force Majeure. REGHelp shall not be liable for any failure or delay in performance resulting from circumstances beyond its reasonable control, including but not limited to natural disasters, wars, government actions, cyberattacks, power outages, or disruption of telecommunications.
- Assignment. REGHelp may assign its rights and obligations under these Terms without the User's consent. The User may not assign their account or any rights under these Terms.
